The National Budget Framework Paper is the Government’s overall strategy document for the budget, and provides the link between the Government’s overall policies (identified in the National Development Plan ) and the annual budget. It is presented to the Parliament by the 31st of March each year, prior to the finalisation of the Annual Budget.
It contains information on: macroeconomic policy and plans; overall fiscal strategy, such as revenue projections; the overall resource envelope for the medium-term; overall priority interventions (identified within the National Development Plan ) and proposed sectoral expenditure plans.
