What are the W&S Grants for?

The overall policy objectives of the W&S sector are to:

Increase water supply coverage in rural areas while ensuring that at least each village has a clean and safe water source
Increase urban water supply
Increase access to improved sanitation from in rural and urban areas
Increase wet land ecosystem coverage; increase forest cover; and enhance environmental compliance

Districts have primary responsibility for the construction of water facilities/points in rural areas and to support the operation and maintenance of water services by community-based organisations such as Water User Committees. Municipalities and urban councils and districts are also responsible for the development, management and operation of urban water services, apart from those managed by the National Water and Sewerage Corporation, although construction of facilities is typically funded from central government projects, such as the Water and Sanitation Development Facility. Other activities include providing water for production and the promotion of rainwater harvesting. Mandates for sanitation and hygiene are shared between the Water, Education and Health sectors. Under the Water sub-sector, Districts are responsible for hygiene and sanitation interventions around water points.

In line with the Inter-governmental Fiscal Transfer Reform Programme, allocations to Local Government are formula based. The Water and Sanitation Grants are split into Wage, Non Wage and Development parts for each. This creates the six subgrants you can explore below:
